The eight small European states are:

Cyprus , Luxembourg, Malta - 3 member states of the EU,
Liechtenstein, Iceland - 2 Member States of the EEA (European Economic Area ) ,
Andorra, Monaco , San Marino - 3 states outside the EEA, but who the euro as currency.

The Role of Small States in a future Europe: strengthening the influence of medium and small in the European institutions, as a counterweight against the Great. [ 'Means': such as Scandinavia, the Netherlands, Belgium, Ireland, Portugal, Greece and others. ] Every Little will in turn have a representative who votes in the EU Council, a judge in the Court of Luxembourg, a member of the European Commission, of members who vote in the European Parliament, and a head of state or Government in the European Council. A vocation to get majority of medium and small in legislative institutions (Council and Parliament), where a single vote can be decisive. union of sovereign states , with supranational .

[A federation, cons, is not and can not be supranational. It is a national state. Obvious examples are Germany, Belgium, Austria, Switzerland, the so-called "USA", Canada, Mexico and others.]
